Abstract

The University Council met on December 8, 2025, via Zoom to conduct regular business, receive governance updates, and hear key informational presentations. The council approved the previous meeting’s minutes and consent agenda items concerning chemical hazard communication and IT product standards. Reports from university governance bodies highlighted a highly productive academic year, including the approval of 174 undergraduate curriculum proposals, expanded support for veteran and military students, funding for nine sustainability initiatives, major safety and access‑control planning, and the review of over 3,000 scholarship applications. Additional voluntary reports noted successful Staff Senate outreach through the Season of Sharing drive, upcoming Faculty Senate survey plans, and new Student Government Association legislation addressing transportation and campus safety. A major presentation outlined a comprehensive, 36‑month redesign of the university’s website, driven by outdated infrastructure, accessibility concerns, excessive content volume, and the need for improved navigation and external‑facing communication; the project is projected to cost over $1 million with an annual maintenance expense of approximately $50,000. Another presentation detailed the ETSU GEAR UP Partnership, a seven‑year, $29 million federal initiative supporting low‑income and first‑generation middle and high school students across Northeast Tennessee through academic readiness, family engagement, and extensive regional collaboration. The meeting concluded with no new business or announcements and adjourned at 9:33 a.m.
